LANCASTER—John Randolph “Rand” Hooper, 32, of Richmond will be arraigned August 17 in Lancaster County Circuit Court on charges stemming from a fatal boating accident that occurred on Carter Creek.
Nearly a year after the boating accident that resulted in the death of 31-year-old Graham McCormick of Georgia, a Lancaster County grand jury indicted Hooper on an involuntary manslaughter charge while allegedly operating the boat under the influence of alcohol or drugs.
According to Lancaster Commonwealth’s Attorney Jan Smith, Hooper also was indicted on a felony of failing to render aid. The indictments were issued by a grand jury on Friday, July 27.
If convicted, Hooper could face a sentence of up to 20 years for the manslaughter charge and an additional sentence of up to five years for the failure to render aid felony.
Smith said Hooper has agreed to surrender himself for arraignment…
